Awareness prog. on family planning

ITANAGAR, Nov 06: A cultural programme to create awareness among people of the need to adopt family planning was organized by Dirang Community Health Centre on November 4.

Inaugurated by Dirang ADC D Riba, the programme was attended by ten cultural troupes. Dance, drama and song competitions on the key theme were performed by the teams. The winning and runners up teams were awarded prizes.

Dani Rikang, CO Thembang, senior public and panchayat leaders, GB attended the function.

The Programme was sponsored by DFWO, District Health Society,Bomdila.

Earlier, speaking on the occasion, ADC Riba highlighted the importance of adopting family planning for happy and small family.

Dr. SK Singh, SMO (S/G) also spoke about the advantage of small family.

Earlier, the CHC organized a Baby show competition for children age between 0-2 years on October 26.

Dr. SK Singh, SMO of the CHC explained the importance of vaccination of children against seven infectious diseases Diphtheria, Pertussis (Whooping cough), Tetanus, Polio, Tuberculosis, Hepatitis B & measles.

The CHC also organized Village Health Nutrition Day (VHND) meeting at Namshu Sub-Centre on October 30.

 

APAAA condemns admin for removing hoardings

ITANAGAR, Nov 06: Arunachal Pradesh Advertising Agency Association (APAAA) has strongly condemned the Capital Complex administration for allegedly removing the advertising hoardings along NH 52 A without giving prior notification to the advertising agencies.

APAAA in a representation to the chief minister said that ‘The Capital Complex DC vide Order No DC/UD&H/Ita/Hoard-141/2010, dated August 5, 2010 had issued advertisement permits for hoardings at specified places. However, the present deputy commissioner did not review the provision. Instead, he ordered the removal of the hoardings on October 24, 2013,’ the association stated. The removal of the hoardings was carried out on October 29 without serving prior notice to the advertising agencies, it said.

While terming the act as discouraging, APAAA questioned as to why it did not remove the departmental hoardings at right of way (ROW).

APAAA urged the chief minister to look into the matter at the earliest.

Arunachal to participate in National U-16 Girls Football

ITANAGAR, Nov 06: Arunachal Pradesh U-16 Girls team defeated the senior team 2-0 in a practice match at Rajiv Gandhi Stadium, Naharlagun today.

The U-16 women team will participate in the National U-16 Football Championship to be held at Orissa from November 20 to December 5. The state’s senior women football team too will participate in the Senior National Championship to be held in January, 2014.

Meanwhile, Arunachal Pradesh Women Football committee Chairman Takam Talom Dado has urged the APFA and State Govt. to provide financial assistance to the women team for participation in those tournaments.

 

Two houses gutted

DAPORIJO, Nov 06: Two houses were gutted and properties worth lakhs of rupees damaged in a devastating fire at Bomikoto village under Sigen-II Anchal Block of Upper Subansiri district at around 10 am yesterday.

However, there was no report of any casualty as the family members of the houses were away from house when the mishap occurred.

Meanwhile, ANYA Upper Subansiri unit, appealed to the district administration and authority concerned to provide immediate relief to the victims of the mishap.

 

PPA lambastes RPL

ITANAGAR, Nov 06: People’s Party of Arunachal (PPA) has demanded the Reliance Power Limited (RPL)  for immediate payment of compensation to the project affected people of Tato-II hydel project.

While extending unflinching support to the genuine demands of Project Affected Peoples’ Action Committee, Tato for immediate payment of their long pending compensation money, PPA general secretary Tsering Naksang lambasted the power developer as well as the State Government authorities for allegedly adopting a dilly dallying tactics in providing the compensation which has compelled the local land owners to take to the street.

The party threatened to take legal action against the RPL for allegedly playing with the sentiment of the local people. PPA further urged the State Government to intervene the matter and ensure payment of their long pending dues within a stipulated time.

 

Sensitization training on RTI Act concludes

KHONSA, Nov 06: The 3-day sensitization training on RTI Act, 2005 organized by the Tirap district administration in collaboration with ATI, Naharlagun concluded here today.

Attending the valedictory function ADC and Course Director H. Matcha urged the participants to brush up their acquired knowledge on RTI Act from time to time while informing that the Official Secrecy Act, 1923 has been replaced by the RTI Act, 2005.

The concluding training was imparted by Ngasah Tangjang, DLEO and Sephua Wangsu, BEO as resource persons.

The trainees expressed their satisfaction over the conduct of the important training and requested for more such training, especially by ATI to acquaint them with the various clauses of the RTI Act. The trainees also requested the authorities to conduct training on pension and retirement cases, account training  and other important official matters. DIPRO

EKCCI demands deployment of more police personnel

ITANAGAR, Nov 06: East Kameng Chambers of Commerce and Industry (EKCCI) today demanded deployment of more police personnel in Seppa town to contain law and order situation.

In a letter to the Director General of Police, EKCCI informed that currently, there are four sub-inspectors and one inspector in Seppa. But, as per the sanction, there should be three inspectors and 10 sub-inspectors, EKCCI claimed.  

It also demanded police patrolling during night time to check anti-social activities in the township area.

 

NPF reiterates demands

ITANAGAR, Nov 06: Nyishi People Forum (NPF) in a letter to Chief Secretary has urged him to fulfill its charter of demands within two weeks.

NPF has been demanding that production of PRCs and land allotment certificates should not be made compulsory while obtaining ST certificate by indigenous tribal people of the state. It is also opposing the cost of land allotment form which is Rs 250.  

 

BJP demands devolution of power to municipality

ITANAGAR, Nov 06: Bharatiya Janata Party (BJP Arunachal Pradesh unit in a meeting today reviewed the functioning of the local urban body in the state.

The meeting attended by party president Tai Tagak and three BJP Councillors, Gora Lotak, Bogum Jumi Teli and Lishi Yapu demanded the state government for total devolution of power and functions to the municipal body as per the Municipal Act, 2007.’ The meeting also demanded for constitution of ward committees (reserved and unreserved) in Itanagar and Pasighat municipalities and also demanded a white paper from the government on the fund provisions for the functioning of the municipality bodies.

 

DC visits Bameng

SEPPA, Nov 06: East Kameng Deputy Commissioner Tarin Dakpe along with DDSE and DPO visited Bameng ADC headquarters yesterday and interacted with the officers, staff and GBs etc where it was disclosed that supply of PDS items at Bameng was not regular.

The team also inspected Govt. Secondary School, Bameng and newly constructed computer building constructed under RMSA, the PHC run by Karuna Trust, an NGO and the KGBV at Bameng.

The school headmaster appealed to Deputy Commissioner to initiate step for construction of more classrooms.

ITANAGAR, Nov 06: The 14th Annual Sports, Literary and Cultural Meets-2013 of Govt. Secondary School, Mengio was held at Mengio recently.

DAPORIJO, Nov 06: A mass social service was conducted by All Upper Subansiri District Tata Mobile, Mini Truck Association, Daporijo yesterday to clean the Singhik Hall premises and nearby areas of the airfield.

During the social service, the members of the association cleaned the nallahs and drainage thoroughly and garbage collected has been properly disposed off.

Sand gravel was filled up at parking areas of Tata Mobile.

 

UGC funded coaching concludes

ITANAGAR, Nov 06: The UGC funded “Coaching for Entry in Services –Cell” of Dera Natung Government College, like previous years, conducted coaching on all components of General Studies Paper of APPSCCE-Mains Examination from September 16 to November 6.

AAPYO urges DA to resume eviction drive

ITANAGAR, Nov 06: In its representation to the Deputy Commissioner Capital Complex All Arunachal Pradesh Youth Organization (AAPYO) today urged the district administration to resume the eviction drive against government land encroachers at Capital Complex.

It urged the district administration not to succumb to ‘outside’ pressure and continue the eviction drive against all the government land/quarters encroachers without adopting the pick and choose basis policy.

 

Strict scrutiny of bogus voters demanded

ITANAGAR, Nov 06: The All Nyishi Youth Association (ANYA) has requested the Chief Electoral Officer (CEO) for directing the district election officers of all Nyishi-inhabited districts for strict scrutiny of bogus voters during the ongoing special summary revision of photo electoral roll so as to avoid any law and order problem in future.

In a representation to the CEO, the ANYA stated that there is apprehension of enrolling bogus, migrant voters like the Bangladeshis, Chakma-Hajong refugees and temporary labourers residing within the districts of East Kameng, Papum Pare, Lower Subansiri, Upper Subansiri and Kurung Kumey. It further urged for caution to avoid any untoward incident among the political parties’ workers during the electoral roll hearing periods.

CHANGLANG, Nov 06: Forty-two students including, seven girls from various Govt. Higher Secondary and Secondary Schools of Changlang (HQs), Miao, Khimyang, Diyun, Bordumsa, Nampong and Manmao left here today for Shillong on a four days exposure visit under SSA Scheme.

Changlang Deputy Commissioner Chanchal Yadav, who flagged off the tour, said that this kind of exposure tour will enhance the learning skill of the students and help bridge gap between people from other state. She wished the students a happy and safe journey.

Menchuka readies for adventure festival

ITANAGAR, Nov 06: The very sight of Menchukha (men meaning medicine, chu-water and kha-snow) justified its name while the hilly township wore refurbished look for the three-day maiden Adventure Festival of Arunachal Pradesh beginning here tomorrow.  

As the media team reached the venue along India-China border in West Siang district after a tedious journey along the serpentine road developed by the BRO from Aalo today, the tiredness was gone in seconds as every media person with his/her camera went on clicking the snow-capped mountains, poster-perfect mesmerizing sceneries.

“It is champion’s ground and most suitable for cross country para gliding,” Tourism Parliamentary Secretary PD Sona quoted Sikkim Paragliding Association general secretary Chandra Prakash Pradhan and organizer of the para gliding segment, Lobsang Phuntsok, who did the trial on Sunday.

Power propelled gliders/micro light gliders, aero modeling, trap shooting, Para gliding, mountain biking, rappelling, river crossing, rafting and trekking would be regular feature but punctuated with number of entertaining programmes for the tourists.

The melodious voice of Indian Idol-4 Sourabhee Debabarma and Indian Idol super star Amit Paul would echo the hills on the inaugural and valedictory day. Tourism Minister Pema Khandu inaugurated the 18-room tourist lodge, Choe-Ten (a stupa built in the memory of former chief minister, late Dorjee Khandu) here and the trek route at Yarlung to Passang Sonam Tso (Lake).

However, while inspecting the PMGSY road from Menchukha HQ to Lhalung village, Khandu, who is also RWD Minister, resented the quality of work carried out by the executing agency and directed the RWD department to strictly adhere to the guidelines while constructing the road.

 

 

Writ petition filed challenging appointment and conferment of powers

ITANAGAR, Nov 06: A day after RTI activist Payi Gyadi charged Judicial Magistrate First Class Talo Potom of manipulating with statement of co-accused Rupam Wary of bomb planting case, today a writ petition has been filed one by Techi Hitler, a citizen of Itanagar, challenging appointment and conferment of power of Judicial Magistrate first class, the chief estate officer and additional district magistrate to Potom.

Basing on the writ petition filed the Gauhati High Court Itanagar permanent bench while taking cognizance of gross illegality has issued notice to state respondent as well as private respondent to reply within 3 weeks. The court order read, “On consideration of the submissions made by the learned counsel for the petitioners and on perusal of the averments made in this petition, let notice of motion be issued calling upon the respondents to show cause as to why a Rule should not be issued as prayed for and why such further or other orders should not be passed as to this court may deem fit and proper. The notice is made returnable within 3 weeks.”

The matter has been brought to the notice of Chief Secretary, Secretary Law, Secretary PWD and Secretary UD and housing by the petitioner.

“The memorandum has been submitted to all above mentioned officials along with court notice urging them to act. It is to be informed that Talo Potom has started criminal proceeding against me as Judicial Magistrate First Class in his court by falsely trying to implicate me under section 3 PDPP Act(Crp no.19 (AP) 2013). The high court stayed the proceeding of case until further order and directed to submit all case records to the registry of the court immediately,” read the statement of petitioner Techi Hitler.

 

 

Development trend in right direction: Tacho

PASIGHAT, Nov 06: Urban Development & Housing and Fisheries Minister Rajesh Tacho laid the foundation of permanent office building of Pasighat Municipal Council (PMC) at Gumin Nagar here yesterday. He also inaugurated the PMC’s temporary office at the newly constructed building of Urban Development in 2-Mile area.

Addressing a public meeting on the occasion, Tacho said that development trend of Pasighat town was at right direction. He said that the century-old town has achieved an unparallel development which was founded by British administration century ago as the gateway of Abor-hills. It got Airfield in 1946, Agriculture Institute in 1950, General Hospital in 1954 Cooperative services in 1957 and Jawaharlal Nehru College in 1966 making all Arunachalees proud. He informed that the Ministry of Urban Development, GoI is planning to launch JnNURM-II which will cover 430 towns in the country. Out of 28 urban centers of the state, the present Nabam Tuki led government has accorded top priority to Pasighat in first phase, he said.

While assuring to grant Rs. 3 crores in the next financial year to PMC for carrying out development activities, Tacho informed that the state government has already allocated Rs 5.46 crores for both Itanagar and Pasighat municipal councils which will be released soon for construction of permanent office building.

Tacho informed that the union ministry has formulated a scheme to strengthen the urban local governments through capacity building for better governance and financial management. The department in this regard has prepared a Detailed Project Report amounting to Rs. 30 crores and has submitted to the union ministry, he further informed.

Extending his gratitude to Chief Minister Nabam Tuki and UD Minister Rajesh Tacho for their favorable and considerable attitudes towards development of Pasighat, Education Minister Siram said that formation of Municipal Council will facilitate all round development of Pasighat in the coming days. There will be special packages for urban drainage, sanitation, roads, beautification for Pasighat within a short period, Siram said.

He disclosed that Rs 10 crores for Mini Stadium and 10 crores for construction of RCC road network have been approved by the government.  He further informed that the Union Agriculture Minister Sharad Pawer is scheduled to visit Pasighat on November 26 next and will lay foundation stone of Central Agriculture College which will open new opportunities for the youths of the state. He appreciated CM for choosing Pasighat for the purpose who wants to make Pasighat a educational hub of the state.

The education minister also informed that construction of polytechnic college was going on in full swing and will be completed within this financial year. The first session will be started from June, 2014 onwards.

Earlier, the Chief Councilor Denong Tamuk submitted a six points memorandum to the UD minister demanding immediate allocation of fund for permanent PMC office building and other infrastructure like, construction of RCC boundary wall, adequate staff, devolution of total function and powers under 12th schedule of the Constitution to ULBs with all necessary financial powers and early constitution of State Municipal Regulatory Commission U/S-233 of chapter-XXVI of the Municipal Manual of Arunachal Pradesh.

Among others, Director of Planning and ULB Amoy Morang, DC-cum-MEO Nidhi Srivastava and Assistant Town Planner Tani Taloh also spoke on the occasion. DIPRO

 

 

Civara Dana ceremony celebrated

TEZU, Nov 06: Tai-Khampti community celebrated the 4th Civara Dana Ceremony at Golden Pagoda Monastery, Tengapani yesterday with traditional fervor and gaiety.

Monks from Sri Lanka and Singapore attended the ceremony and took part in religious discourses during the two-day celebration.

Highlighting about religious significance of Buddha Relics, which will be brought to Namsai next month, Mein said that “Buddha Relics of Kapilavastu are the most protected and precious property of Buddhist society and requested everyone to come and pay respect to the relics. Parliamentary Secretary CT Mein spoke on the rich cultural, economic and historical ties with Myanmar from early ages.

Parliamentary Secretary CC Singpho also stressed the need to protect and preserve our culture and traditions.

Wanki Lowang spoke on the preservation of cultural and traditional identities. He advised the people to preserve and spread the message of Lord Buddha.

Guests from Myanmar, Thailand and Assam also shared their experiences on the occasion. The representatives from Thailand and Myanmar presented religiously significant gifts to Minister Chowna Mein which will be installed in the Golden Pagoda.

Act cohesively in implementing rural development progs: Byaling

Itanagar, Nov 06: Arunachal Pradesh Rural Development Minister Tanga Byaling today exhorted government officials to act as cohesive force in bringing outstanding team work and to share visions and innovation in implementing rural development programmes in the state.

Addressing the second state-level vigilance and monitoring committee (SLVMC) meeting here, the minister stressed on the need of a clean vision to achieve the goal, official sources said.

"People should be motivated for their involvement in the socio-economic development process," he said and advised the department's officials to receive complaints or grievances from public and government officers visiting rural areas on implementation of rural development programme.

Earlier, rural development Secretary B R Babu outlined the aim and objectives and importance of vigilance committee meeting and emphasised on revamping the VMC.

He further said the state needs to emphasise on horticulture and agriculture besides other works to generate income.

"The target should be on poor farmers and they should be motivated and made aware about their land and how they can generate income by using their land through various government schemes and policies," sources added.

The meeting reviewed the performance under the different programmes of the union ministry of rural development and also discussed the specific problems and prospect associated with the programme implementation.

All the officers from concern department implementing Rural Development Programmes sponsored by the Ministry Of Rural Development, GoI, like RWD, PHED, Land Management and Social Welfare Department and Rural Development Department presented progress status of the schemes/programmes through PowerPoint presentation.

 

 

AFSPA cover in Assam and border areas of Arunachal extended for 6 months

New Delhi, Nov 06: The Centre has extended the cover of controversial Armed Forces (Special Powers) Act in Assam and border areas of Arunachal Pradesh and Meghalaya for a period of six more months with effect from November 4.

The decision has been taken by the Home Ministry after considering the security situation in Assam, Arunachal Pradesh and Meghalaya.

While AFSPA will cover entire Assam, it will be applicable up to 20 km from the borders of Arunachal Pradesh and Meghalaya where insurgent groups are active.

AFSPA has been in force in Assam since 1990 when ULFA was declared outlawed and Army crackdown was launched against the insurgent group.

There have been continuous demands for repeal of AFSPA by various groups in Jammu and Kashmir, Assam, Manipur and other states.

Though Prime Minister Manmohan Singh had declared that the Act would be amended to ensure it was "humane" on the basis of the Justice Jeevan Reddy Commission's report, no action has been taken so far. PTI

 

 

Irregularity in Yagrung-Sille road project alleged

PASIGHAT, Nov 06: Alleging massive irregularity and technical fault in the construction of road from Yagrung to Sille, the people of Yagrung area under Pasighat-East constancy have demanded the authority to stop all construction works immediately.

The 10-km-long Yagrung-Sille road is being implemented by Pasighat Rural Work Division (RWD). It is one of the important rural link roads connecting entire major rural areas of Pasighat-East and Pasighat-West constituencies.

The road project, which was funded under Non-Lapsable Central Pool of Resource (NLCPR) in 2007, supposed to be completed in November, 2010. But, the narrow road is still in a deplorable condition with numerous potholes and rough and sharp gravels, causing great inconvenience to the commuters.

Meanwhile, a section of local people has lodged a written complaint with the executive engineer and higher ups of the RWD demanding immediate suspension of the construction works of the road project. They alleged that the contractor concerned has already started the work of black-topping, which according to them was very low quality, by flouting all legitimate norms.

Stating that the contract had been allotted to an Assam based blacklisted contractors, the complainants raised question over utilization of fund released against the road project.

 

 

China must shun policy of aggressive expansion’

ITANAGAR, Nov 06: “China must shun its policy of aggressive expansionism in order to make a peaceful Asia and a world of better coexistence,” said former Assam IGP SP Kar while addressing a gathering of dignitaries, bureaucrats and politicians on the occasion of the second Rutum Kamgo Memorial Lecture at conference hall of a town hotel at Naharlagun yesterday.

Speaking on the topic, ‘Impact of emerging China on Northeast India’, Kar criticized China’s nuclear policy of targeting India and “facilitating anti-Indian elements to weaken our social fabric. “If China is really developing, then why are the Tibetans burning themselves on the streets of Lhasa?” he questioned. Kar enumerated innumerable human rights violations taking place under the Chinese government, and said the communist country’s policy of territorial incursions were aimed at diverting attention from the country’s human rights record. Kar advocated for a tit-for-tat policy by the policymakers in New Delhi and cautioned the Indian government against China’s ploy of arming insurgents in the Northeast region and encouraging insurgents to capture drugs supply lines in order to channelize illegal currency.

People’s Party of Arunachal (PPA) president Kamen Ringu spoke about the wretched condition of “Arunachal’s border people, who are helping the Indian Army as a civilian deterrent.

“Because of lack of infrastructure and pathetic road conditions, they are under-fed and under-educated,” Ringu pointed out. He further stated that there is no need of the Arunachalis to demonstrate their patriotism; rather the policy-makers sitting in New Delhi should prove theirs, in so far as the duty to protect the integrity of our motherland is concerned, Ringu added.

The lecture, conducted by the Arunachal Pradesh Charitable Task, was also attended, among others, by Papum Pare DDSE TT Tara, CIC YD Thongchi, Sanskar Bharati state president Tony Koyu, ABVP state president Dr Joram Anya Tana, former MPs Kiren Rijiju and Tapir Gao, BJP state president Tai Tagak, AVP president Pratik Potom, and VHP state president Tama Mindo. Later, members of the Naharlagun unit of Kargu Gamgi prayed for the peace of Kamgo’s soul, and for the well-being of the universe.

 

 

DC lays foundation stone of 100-bed girls school at Depi

PASIGHAT, Nov 06: East Siang Deputy Commissioner Nidhi Srivastava laid foundation stone of a 100- bed elementary level girls school at Depi village under Nari circle on November 3 last in presence of the local MLA Tako Dabii and HoDs, PRI members, GBs and villagers.

Later, in an interactive public meeting, organized by the villagers at Depi-Detak, Srivastava said that education is important for everyone and girls' education is one of the most effective ways to reduce poverty which helps girls and women to know their rights and gain self confidence.

The DC further said that educated women can recognize the importance of health care and know how to seek it for themselves and their children. The mission will definitely reduce dropout rates and offering girls basic education is one the best ways enabling them to make right choices over the kinds of lives they wish to lead, added the DC. Local MLA Tako Dabii who earlier served the state as education minister in his impressive speech said an educated person can be placed in anywhere in the world with good career prospect. Stating success comes with consistent determination and hard work, he said educational achievements of women have far-reaching effects in the family and the society. Dabii also emphasized on girls education and urged the people to give or provide good education to them for their better future.

He said, an educated woman will also be more productive at work and better paid.

He urged the DDSE to provide adequate teaching staffs and take proper care of infrastructure development and maintenance of school buildings for smooth functioning of schooling system in the area.

While highlighting his contributions to the society Dabii said that “I always prioritized education, health and hygiene, agriculture, horticulture, electricity and road connectivity in my development agenda”. He sought whole hearted and continued cooperation from the entire society saying that the Nabam Tuki led government would always respond promptly to mitigate the hardships of the grass-root level and reiterated that it would be a people-friendly government bringing fast developments in the state.

Training on ‘KOHA’ organized

ITANAGAR, Nov 06: A one-day training on ‘KOHA’ – an open source integrated library system software – organized jointly by Department of Public Libraries, GoAP and Central Reference Library (Kolkata), Ministry of Culture, GoI for Library officers and personnel of Arunachal Pradesh was held at State Central Library here today.

In his keynote address, Dr R Ramachandran, in-charge librarian of Central Reference Library, Kolkata said that library services keep on changing with the rapid transformation in education system in the country. Amid such a transition phase, the importance of reference books increases manifold and, therefore, it is bounden task on our part to facilitate readers find their preferred books in libraries without any difficulty.

The ultimate objective of adopting the library automation software is to help the readers; he said adding that it is very helpful for library professionals and its users – the readers.   

Dr Ramachandran also briefed the trainees about the Central Reference Library and its activities, and various library automation software adopted by different libraries across the country like, in public libraries, universities, institutions of higher learning, and other organizations.

He also had the words of advice to the library personnel: they need to have a catalogue of books which are to be arranged in sequence according to the subject for easy access by the users.  

In his inspiring address, Dr M Maltesh, Deputy Librarian of Rajiv Gandhi University exhorted the library professionals, turned up from different parts of the State, to get them acquainted with the library software (during the training, conducted later by P Deka, resource person from Ecole Solutions, Bangalore) and make best use of the computers and implement the knowledge gained in the training in their respective libraries.

Recognizing himself to be an ardent lover of library movement and its services, R N Koley, Assistant Director of Research (Cultural Affairs) said with conviction that today’s training programme, organized under the able leadership of Jotom Borang, Director of Public Libraries, would go a long way to redefine the public libraries in Arunachal Pradesh. He also exhorted the trainees to take maximum benefit of the training programme to expand their library activities.

Earlier, Deputy Director of Public Libraries, Tarak Mize delivered the welcome address. Besides the Director of Public Libraries J Borang, also present on the occasion were resource persons Dr M Hussain, library information officer, Dept of Library Services (Assam), and Dr J P Pandey, Librarian, Rajiv Gandhi Govt Polytechnic, Itanagar.

 

 

Annual plan for 2013-14 under BRGF finalized

DAPORIJO, Nov 06: The District Planning Committee (DPC) meeting held under the chairmanship of Zilla Chairperson Sushil Nalo has finalized the annual district plan for 2013-14 under Backward Region Grant Fund (BRGF) here yesterday.

Attending the meeting, Upper Subansiri Deputy Commissioner Tahang Taggu urged all to maintain transparency in the implementation of various schemes/ projects under BRGF fund for all round development. He urged the PRI leaders to maintain a good relationship with public and involve them in the development process.

He further said that no one should request for modification of the approved scheme as such request would only create problem and workload. If there is any problem in the implementation of any scheme/project, then it should immediately be informed to the authority for early solution of such problems, he said.

The DC advised all to have proper knowledge about the norms and guidelines of scheme for proper and quality implementation.

SIRD Deputy Director Rakesh Shrivastav explained the various provisions and existing norms of Annual Action Plan 2013-14 through PowerPoint presentation.

District Planning Officer cum member secretary DPC, briefed about the annual action plan 2013-14 under BRGF and sought public cooperation for proper implementation of the schemes.

Zilla Chairperson Nalo urged all the PRI members to work together for the betterment of the area. He said that, for the better implementation of the scheme and for the development to the area every PRI leader should cooperate with each other and work shoulder to shoulder for the welfare of the society.

The meeting was coordinated by District Planning Officer, Same Timba.

All Zilla Parishad Members, Anchal Chairpersons, ADC cum Member Secretary (ZP) were present in the meeting.

 

 

India should not challenge China in Central Asia’

Beijing, Nov 06: India should cooperate with China to tap energy in resource-rich Central Asia instead of challenging it, a Chinese official think-tank said yesterday as it cast doubts over the realisation of the TAPI gas pipeline project soon.

"Currently, the China-Central Asia natural gas pipeline has a stable supply and has been expanded. In the future, it can provide as much as 65 billion cubic metres annually.  Besides, the regions it passes through have relatively stable security, and the buildup and operation of the pipeline can thus be ensured," state-run Global Times reported on its website.

"By contrast, the TAPI (Turkmenistan-Afghanistan- Pakistan-India) pipeline is still in its initial stage, and the biggest threats come from the Afghan situation and India-Pakistan relations. India needs to deal with both issues cautiously which is a huge task," the article by a scholar from the Academy of Chinese Energy Strategy with the China University of Petroleum said.

Due to its geopolitical disadvantages and the current oil and gas exploration in Central Asia, India can hardly enter this field as an independent investor.

"A wise choice would be to cooperate with the West, Russia or China," it said.

"Judging from energy policies in both China and India, New Delhi should seek mutual benefits with China, rather than attempting to challenge the more experienced power in this region," the article said.

TAPI is a 1,735 km-long proposed natural gas pipeline being developed by the Asian Development Bank at an estimated cost of USD 7.6 billion. Expected to be completed around 2017, the pipeline will transport Caspian Sea natural gas from Turkmenistan through Afghanistan into Pakistan and then to India.

Football referee should be respected

Dear Editor,

With due respect and humble submission, I would like to lay down the following few lines for your favor and kind consideration. As everyone knows that football is the most popular game in the world; in our state also this game is regarded as most popular amongst the sports lovers. My main objective is to spread message to the people in our state, because often our local football referees are manhandled, abused, even beaten up sometimes while  conducting football tournaments. Further, it is our moral duty to encourage our youths to take up refereeing as a part time job. In other north eastern states lots of National 1st class/2nd class qualified referees are practicing but our state is yet to produce at the least a 2nd class national Referee.

The game of football has attracted large number of spectators globally to enjoy its pleasure. However, the role of a football referee has become increasingly difficult due to the rowdy behavior of football fans, and on the other side, the leniency and lack of guts and knowledge by some of the Referees in application of the Laws in its true sense and spirit may be the reason. Every time winning team says ‘Referee’ is good but it is damn sure the losing sides will always say, the referee spoiled the match, often excuses goes on like that. Nevertheless, Referee goes on conducting the tournaments with their guts and sincerity. Hence, we usually call the football refereeing as a ‘thankless job’.

A football Referee is a judge with a difference. A judge in the courtroom sits & hears the arguments of advocates from both sides, notes down points & later, taking his own time, considers the points at length and gives judgment which can be disputed & challenged in higher courts. But a Referee is a judge with difference, he is moving/roving judge, a judge who has to run, sprint, & jog for 90 minutes, controlling 22 players & give a decision instantly on the spot in presence of thousands of people, who are at times, partisan & hostile. Hence we have to give respect, cooperation and support to Referees, to conduct the match efficiently and make it enjoyable.

The man, who always steps first in the field of play, plays vital role in achieving the goal of a game as per the spirit of the Laws which is equality, safety and enjoyment. The prime duty of the Referee is to ensure that the maximum pleasure is delivered to the three sections of the people involved in this game; viz players, the spectators, and the officials.  Championships have & will be won & lost through possible mistakes made by the Referees. Players & club officials must realize that Referees are human beings and are prone to human errors just like the players & officials, and their mistake should be condoned keeping in view, the spirit of the game.

Unlike the other north east states, so far, our state has never produced a National Referee, even of single IInd class National Referee. It may be partly responsible of the state association or partly it is due to indifferent attitude of the football lovers. How long, we would invite the Referees from our neighboring state like Assam, which involves lots of money, every time we conduct football tournament in our state.

Therefore our own local youths/ex-players or anybody can become a Referee by sheer dedication and hard work. Moreover, our football association is contemplating to organize its own football League which will be turning point for game of football in our state; better late than never! For that we need chunks of qualified Referees. Football game is taking shape of professionalism in our state. Hence, our own local youths can make changes in developing our own football system better. I may hereby point out that only administrators, coaching staffs and playing football will not only serve the purpose, the Refereeing system must be encouraged.

At times passion runs high in the game of football. It can damage the enjoyment part of the game. Through spreading the message of ‘Respect’, the unacceptable and abusive behavior towards referees can be tackled. What we need to do: To encourage young football players’ and spectators to respect the Referees & other people around the field. Learn good ethical practice in football. Enhance knowledge of laws of the game. Senior players should act as model for younger players to respect the officials. And Coaches should inculcate a habit of self restraint even when his team is losing and act as guardian of respect.

Better to spend money on scientific research

Dear Editor,

Through the column of your  esteemed daily I would like to congratulate ISRO on its successful launching of PSLV C25  Rocket from earth, a mission orchestrated under the umbrella of ISRO’S ambitious  Mangalyaan Project , a commendable initiative by Indian scientist which is destined to work as “ probe to Mars”. It is quite inspiring for a student like me to witness this historic event aired live on DD1, as my country is going technically advance globally leaving its neighbors behind despite prevailing boundary threats, loopholes in Governance, ear thrashing scams and corruptions.

After encountering online poll on Times of India: “Is mission Mars a drain on state’s exchequer?” the opinion poll data’s were ( Yes 71%-No 28%-Cant say 1%).It was strange enough to see 71% people believe that Mangalyaan Project is a waste of state’s exchequer. The country spent Rs 5000 crore on the crackers this Diwali and yet thinks Rs.450 crore spent on Mars Mission was wasting India’s  money on Vacuum space . If it is so then Rs.25000 crore on Patel statute is utterly undoubted waste.

While reading today’s Arunachal Times a very good friend  of mine quoted “Kaash Bharat sarkar  woh  PDS scam ka 1000 crore rupaiya ISRO ka project meh karch kartah  toh aaj 3 rocket launch ho naa tah  who bhi 2 rocket arunachal ka naam seh” .I am puzzled why so much hue and cry on Mangalyaan Project! If suppose those money were not spent on the space mission, it would have gone to politician and bureaucrats pockets. So, it’s better to do space exploration than to give to the looters.

Is Arunachal not preferable as workplace?  

Dear Editor,

Apropos a recent news article in this daily describing an interaction between a group of Arunachalee youngsters working in the Tourism and Hospitality sector at Goa and the current CM of our state, it was said that “A young girl, working in the hospitality sector, profusely thanked the Chief Minister. She said that as a school-dropout she had never thought in her dreams to be able to find a respectable job that too in a place like Goa.”

Notwithstanding the identity of the girl, when she says “…a respectable job that too in a place like Goa,” compared to which place, city or region has she expressed her preference for Goa? Am I to suppose that a respectable job in a place like, say, Aalo or Anini, pathetically pales in comparison to one in Goa? If so, do we as people of Arunachal have less preference for our own homeland as workplace? Why? I want to ask her.

Whether Arunachal Pradesh is a better tourist destination or not is an open question. But when a much esteemed news daily like The Arunachal Times paints a picture where a ragtag bunch of Arunachalees are hyper-ecstatic to be living out of their homeland and “profusely” thanking the CM for it, what message are we sending out to the masses? That an Arunachal bestowed with pristine Himalayan beauty still fails as a tourist destination in comparison to the overpopulated, hippy infested, alcohol fueled, foul smelling beaches of Goa? Or does it point out the fact that despite the central government pumping massive amounts of money in Arunachal’s tourism development schemes the state is lagging behind in employing its own human resource to the extent that an unnamed Arunachalee girl working at some unknown spa in Goa thinks she has found the paradise of her dreams. And hence she “profusely” thanks the CM for giving her the golden ticket out of a nightmarish homeland where conditions had forced a witty girl like her to drop out of school. Whichever way you look at it, the existence of young immigrants, that too out of a relatively minuscule populace of Arunachal Pradesh, is no matter of tooting horns about Goa.

Be aware of fraudsters

The aggrieved agents of Jivan Suraksha Consultants and Rural Estates Development Ltd. demanded Capital Complex Magistrate not to grant bail to Bipul Borah, the self-styled Regional Manager of the Company, under any circumstance. According to them, the accused and his accomplished collected huge amount to the tune of Rs four crore from customers through agents with a promise to return the amount after maturity with interest. Later, they absconded with the collected money.

In the last one year such kind of fraud Ponzi scam is being reported from various parts of state. It is extremely disheartening to know that thousands of people are losing their hard earned money to fraudsters. People should desist from investing in those financial institutions which is not recognized by RBI. Before investing, the investors need to scrutinize the background of company and get first hand information instead of relying on agents. The state govt should also frame strict law so as to ensure that fraudsters do not dare to repeat such offence in the future. Meanwhile citizen should remain alert too.
